In summary, we learned from other systems that there could be a dual pathway, one within the Health Dept investigating internally
with the objective to learn from the mistakes to improve the system and another to review individual cases. I understand the desire
to seek Justice.
Even if is Hoiler than the Pope, the perception of the Public is that the Health dept is not objective. The Public must feel comfortable
and feel that its complaints are reviewed by a completely “NEUTRAL” body. The appearance of impropriety must be avoided, as there
are conflict of interests at hand. MK Smootricht, MK German and myself would like to continue this discussion with you Dr Lev.
There is an issue regarding update of the parties filing complaints. There must be a reasonable time span whereby families are informed
of their complaint. A conflict is often due to a misunderstanding, a subjective feeling that nobody cares for them causing angry reactions.
Even-though you are doing a great job.
The implementation of the recommendations of Internal debriefing is very important to many people complaining about their griefs.
MK German: Unfortunately, I believe that we have only seen the tip of the iceberg. I asked for a study by the Research & Information Center
in order to get all the data.
I firmly believe that under no circumstance the Ombudsman’s Office should be within the Health Dept, absolutely not.
There should be in every hospital a committee that the Health Dept shall be responsible for and in parallel, to do everything to prevent the
promotion of the individual responsible for the accident and if necessary to punish.
